Dual control without theatre
Dual control exists to reduce single-person narrative risk. It does not require theatrical language, stamped poetry, or five paragraphs confirming that two adults stood in a room. A Cold Storage Ownership Log needs presence facts — who, in which role, observing which action, at which time source.
Presence is a field, not a speech
Replace “I hereby witness…” with structured fields: witness role, observation scope (seal check / movement / count), and any limitation (“video relay only”). Reviewers care about scope more than ceremony.
Remote second signers
When a second signer joins by video, say so. Pretending physical co-location helps nobody. Document the channel and what the remote party could actually see. This is a limitation many desks under-report; we treat it explicitly in Module 4.
Avoid duplicated novels
If the primary row already lists asset IDs and location codes, the witness note should not restate them unless the witness observed a discrepancy. Redundant novels create conflicting copies when someone edits only one place.
Train the refusal
Teach staff when not to sign — obstructed view, rushed seal check, unclear asset ID. A refused signature with a short exception note is healthier than a polite fiction in the ownership log.
